Program Officer

IDEAS (Increase and Diversify Education Abroad for U.S. Students) seeks to meet the challenges of diversifying international education by building higher education institutions’ (HEI) capacity to administer study abroad programs that increase the number and diversity of students studying abroad and the options for global programming in less traditional locations. Reporting directly to the Program Manager, the Program Officer (PO) will play a critical role in ensuring the successful implementation of this project for World Learning on behalf of the U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA). Among other duties, the PO will handle tasks related to the project application and selection review process, grant monitoring, program logistics, virtual event development, website maintenance, finance/budgeting, and HEI support.

Responsibilities

  • Workshops & Webinars

  • Assist in virtual and in-person workshop implementation in collaboration with Program Manager and partners, including reviewing and providing feedback on workshop agendas and materials, liaising with ECA and workshop hosts, assisting in logistical arrangements as needed, and other duties as necessary

  • Assist in the development and review of webinar topics, partners/presenters, and facilitation of virtual events and their follow-up activities 

  • Oversee registrations and travel reimbursements for workshop attendees

  • Keep up-to-date on best practices and technologies in virtual events

  • Grant Competition 

  • Serve as a POC for prospective HEI applicants through email, webinar, and phone

  • Assist Program Manager in the oversight and management of a merit-based application review process, including recruiting panelists, creating review panels, creating instructional guides for reviewers, facilitating review panels 

  • Manage and organize data related to applicants and proposed grantees for reporting to ECA 

  • Oversee a portfolio of HEI grantees as assigned, acting as POC for all grant-related questions, subaward drafting and routing, modification processing, connection with mentors, management of grant documents, and other communications as needed 

  • Finance

  • Track and process monthly financial reports and payment requests for IDEAS grantees with support from Program Associate (PA)

  • Monitoring & Evaluation

  • In collaboration with the Program Manager, manage all quarterly grantee data and reports

  • Collect, organize, and submit all program data in DevResults on a quarterly basis

  • Develop and manage surveys for program engagement (grants, webinars, workshops) and develop related reports for ECA

  • Other Program Aspects 

  • Contribute to semi-annual report writing and formatting

  • Assist in the development and submission of conference proposals 

  • Contribute to the development of a Community of Practice to connect grantees with domestic and international partners

  • Contribute to an organizational culture of continuous learning through rigorous program monitoring, data tracking, donor and MERL reporting, research and reflection to ensure strong outcomes

  • Contribute to organization’s business development targets through ongoing program implementation, funder relationship building, and through other means as directed

  • Demonstrate a curiosity about World Learning as a whole, with the aim of being able to effectively represent the organization to external audiences commensurate with the position

  • Commit to fostering diverse, equitable and inclusive practices in program implementation and monitoring practices and challenging practices which may be exclusionary

  • Occasional domestic travel may be required

  • Other duties as assigned

Requirements

  • Bachelor’s Degree and three years of related work experience or Master’s Degree plus two years of related work experience.

  • Energetic and creative work style and ability to work independently.

  • Office work experience and strong computer skills, including Excel.

  • Detail oriented with excellent organizational ability.

  • Professional written and oral communications skills.

  • Commitment to inclusion and diversity practices

  • International experience.

  • Knowledge of study abroad

  • Foreign language desirable
