Election Researcher (Contractor)
Project: Consultant - Election Researcher
Proposals accepted on a rolling basis until 5 p.m. ET on Thursday, June 3
Target start date: June 7
Project overview: In the past 13 years, MoveOn members around the country have twice helped elect President Barack Obama, powered the blue wave that won back the House of Representatives from Republicans in the 2018 election cycle, and played a critical role in helping to defeat Donald Trump in 2020.
We are looking for a strong researcher to summarize key findings from the past five years of experimental research related to voter turnout and persuasion as we prepare for future elections.
Scope of work
Research experiments and meta-analyses related to voter turnout and persuasion with a focus on election cycles from the past five years.
Identify methodologies that have been used to measure the electoral impact of tactics like relational organizing, paid digital, and more.
Identify emerging and promising research from behavioral science, communications, and other fields from the past three years that could be applied in an electoral context for impact.
Conduct 30-minute listening sessions with ~15 industry researchers and thought leaders.
Participate in one 60-minute call with select MoveOn staff per week.
Collate and summarize the experiments in a literature review and bibliography.
Prepare a write-up on gaps and future opportunities for experimental research.
Engage staff and partners in the literature review and opportunities summaries for feedback.
Write and share twice weekly progress updates with summaries of progress, findings, and work products in development.
Criteria for selection
Demonstrated success with analyzing and summarizing electoral research with a specific focus on experiments and treatments that increase voter turnout among voters who might not have otherwise voted or that shift support to political candidates.
Demonstrated knowledge of various types of experiment evaluation models, including newer emerging models and their limitations.
Willingness to incorporate feedback and requested updates.
Experience volunteering, organizing, or working with progressive organizations.
Strong anti-racist equity lens (e.g., demonstrated awareness of shortcomings of many analyses, experiments, and metrics for evaluation, such as cost per vote).

Process: Explain how you would work with us and the process you’d lay out for the project.
Timeline: Provide sample timeline for one month of work.
Work samples: Please include work samples (2) for similar work that you have done and the results achieved.
Team: Please include a bio of the person who would work on this project.
Cost and availability: $40/hr, up to 30 hours per week, across 12 weeks
References: Please include contact information for three past clients, professors, or colleagues that MoveOn may reach out to as references.
Equity: Please explain whether and how you or your firm have advanced the values of equity, diversity, and inclusion within the firm, and state how that is reflected in the leadership, ownership, and work of the firm. Please share how you will center equity in your work for this project.

Most favorable terms
MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best-and-final-offer procedure. MoveOn does reserve the right to contact a vendor for clarification of their proposal.
The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor's entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.
No obligation to contract: This request for proposal does not obligate MoveOn to contract for the services specified herein.
Rejection of proposals: MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
