Background
Ignite Philanthropy: Inspiring the End to Violence Against Girls and Boys is a donor collaborative fund that supports the field working collectively to stop violence against girls and boys. It does this by convening donors and practitioners and providing resources to jumpstart and scale groundbreaking efforts. Ignite Philanthropy resolves challenges that catalyze positive change so that children no longer suffer violence in their lives.
Among other initiatives, Ignite Philanthropy undertakes extensive efforts around the Out of the Shadows Index and through Ignite's Advocacy Fund. Both are described below in turn.
Out of the Shadows: Shining light on the response to child sexual abuse and exploitation is an Economist Intelligence Unit (EIU) research programme supported by the World Childhood Foundation and the Oak Foundation with additional support from the Carlson Family Foundation. It is based on a country-level benchmarking Index that evaluates how stakeholders are responding to the ubiquitous crisis of child sexual abuse and exploitation, and represents the first major international study focused specifically on this crisis. The EIU launched the Index’s first iteration in January 2019, covering 40 countries and garnering extensive media coverage internationally. In collaboration with Oak Foundation, Ignite Philanthropy subsequently commissioned further EIU work to increase Index coverage to 60 countries, and thereby reflect 85% of the world’s children.
As the only global benchmarking tool publicly ranking countries and private sector actors’ efforts to end child sexual abuse, it offers incredible potential to raise the visibility of a largely-invisible issue and provide a global report card on national-level efforts. A little more than a year since its launch, the Index has been recognized and used by governments, advocates, and the media. This rich data source presents a tremendous opportunity to better understand what needs to be done to prevent and respond to child sexual abuse. Armed with this understanding, advocates can better make the case for change at all levels, from the community level to the global stage.
The Out of the Shadows Advocacy Fundis an Ignite Philanthropy initiative, with Oak Foundation backing, to support advocacy both globally and in key countries to translate the Index and its country-specific recommendations into action. Grant funding was augmented with communications support and the building of connections between grantee partners.
Ignite Philanthropy now seeks a Policy Analyst Consultant to monitor and facilitate the use of the Out of the Shadows Index (OOSI), develop materials for advocacy and policy recommendations, and refine the metrics for future rounds of the Index.
Job Summary
Consultancy Title: Policy Analyst Consultant, Out of the Shadows Index
Location: Flexible/remote, preferably based in or near ET or CET time zones
Reports to: Senior Program Advisor, Ignite Philanthropy: Inspiring the End to Violence Against Girls and Boys
Hours per week (average): 6 (i.e. circa three working days per month)
Compensation: Commensurate with experience, location, etc.
Term: The total assignment will be twelve months in duration
The Policy Analyst will collaborate closely with the Senior Program Advisor and a part-time Communications Consultant, and be supported part-time by a Program Assistant. The Policy Analyst will also collaborate with other members of the Ignite Philanthropy team, Ignite Philanthropy donors, the Economist Intelligence Unit, and grantees and other partners. They will report to the Senior Program Advisor. The location of this assignment is flexible/remote, preferably based in or near ET or CET time zones as this is where current Ignite Philanthropy colleagues and primary stakeholders are based. Travel may be required as part of this assignment.

Responsibilities
In collaboration with the Senior Program Advisor, and other relevant stakeholders, the Policy Analyst will:
Compile evidence of the use of the Index and its indicators by policymakers, media, and advocates; use that evidence to inform advocacy and the future evolution of the Index.
Conduct analysis around specific aspects of the OOSI e.g. the role of the private sector, and use that analysis to develop materials for advocacy or communications usage
Using data from the Index, provide analysis and develop policy recommendations.
Write policy briefs that can help bring the data alive for advocates, policymakers, and key stakeholders
Work with and consult partners to understand their success, needs and challenges in using the Index so that new approaches and perspectives can be developed
Participate in meetings with partners, colleagues, researchers, and activists to explore additional possibilities for use of the Index and joint advocacy ventures
Maintain a network of relationships with EIU analysts, researchers, and policy experts in areas that are relevant to the work of the Index
Work with communications staff on media strategies and outreach on related issues
Refine indicators and metrics for future versions of the Index based on learning from methodology, usage and stakeholders
Support the identification and selection of grants that promote timely advocacy
Contribute to development of the longer-term strategy for the OOSI
Conduct grant reporting as necessary
Qualifications
Experience, Knowledge, Skills and Ability
Academic training in and exposure to indices
Experience using indices for government or corporate policy change
Solid knowledge of data-driven policy
Substantial practical experience, including at least five years' work relevant to policy analysis
Experience working in the Global South and experience working at both national and global levels
Excellent written, research, and oral communications skills in English
Numeric analytical skills together with data visualization ability
Fluency in Spanish or French is desirable
Philanthropic grantmaking is desirable
Excellent fit with Ignite Philanthropy’s ethos and approach, exemplary interpersonal skills, and very collegial demeanor
Demonstrated cultural awareness and sensitivity to the diversity of values, views and approaches to issues relevant to Ignite Philanthropy allies and partners internationally
