Legislative Attorney
The Legislative Analysis and Public Policy Association (LAPPA) is a newly-formed, federally-funded, nonprofit organization whose mission is to conduct legal and legislative research and analysis and draft legislation to assist federal and state lawmakers, attorneys, judges, health care professionals and others who want comprehensive, fair, and effective law and policy in the areas of public safety and substance use disorders.
We are seeking a Legislative Attorney with a background in public health and significant knowledge about patient confidentiality, HIPAA, and 42 CFR Part 2 to work with our team of attorneys to draft model legislation, perform research and comparative analyses of state laws and regulations with respect to substance use disorders at the intersection of public safety and public health, and keep abreast of emerging and pertinent legal and legislative issues in the area of substance use disorders and public safety.
The position is remote, so the ideal candidate is independent and a self-starter; can manage multiple projects; can work with tight deadlines and for a fast-paced organization; operates in a bipartisan framework; and enjoys public policy work.
Qualifications
A Juris Doctorate and/or at least eight years of legislative experience working on Capitol Hill or for a state lawmaker in the areas of public health and the sharing of patient healthcare information and confidentiality.
Experience working with federal and/or state and local policymakers.
Experience securing, drafting, and/or delivering legislative testimony at the federal and/or state level.
Experience drafting legislation on the federal and/or state level.
Experience working in partnership with other organizations.
The ability to work with stakeholders in a non-partisan fashion.
Experience writing and disseminating fact sheets, policy briefs, reports, and other documents that educate legislators and other stakeholders about issues related to substance use disorders and the intersection of public health and public safety.
Excellent legal or legislative research, writing, communications, and presentation skills.
Outstanding organizational skills.
